CLASS TITLE: CHIEF DEPUTY TREASURER/PUBLIC TRUSTEE GRADE: G12 DEPARTMENT: TREASURER FLSA STATUS: E REPORTS TO: TREASURER DATE: 2/2024, 01/2025 JOB SUMMARY: Assists the Treasurer in leading and managing all aspects and responsibilities in the office including county-wide property tax collections, recording and settlement of all revenue and expense accounts, disbursement of funds to tax authorities and investors, apportionment and separation of funds, tax lien sales, processing release of deeds of trust, foreclosure procedures, foreclosure sales and investments. Is directly involved in all personnel management and systems analysis within office. Responsibilities also include administering leadership, coaching, team building, investment management, financial auditing, county policy, planning, and budgeting. Acts as Treasurer and Public Trustee in the Treasurer and Public Trustees absence. In compliance with statutory requirements, assist in the preparation of reports for external publication monthly, quarterly and semi-annually. Support updates to website content to ensure information is relevant and timely. Accounting and Audit Functions: Responsible for the accuracy of all accounting performed in the Treasurer's Office, including but not limited to, journal entries, receipting of e-checks, credit cards, department cash processing, as well as disbursements to county departments, taxing authorities and investors. Responsible for maintaining the Cash Handling Policies and Procedures Manual. Ensures appropriate separation of duties, and cash security. Assist in ensuring proper segregation of duties and adherence to fraud management controls Using multiple software programs, ensures reconciliations and analyses (daily, weekly, monthly) are done using County technology systems and platforms, allowing for immediate review by the Treasurer's Office and Finance. Manages Tax Lien Sale Execute 1099 INT process ensuring accuracy of information, timely printing/mailing and e-filing with IRS Act as the primary internal reviewer to ensure compliance with accounting best practices, internal policies and internal procedures to minimize findings during external audit review Miscellaneous: Serves as back up for other positions in the department. Performs other related duties as assigned. Regular and predictable attendance is required. A typical way to obtain the knowledge, skills and abilities for this position would be: Education and Experience: Bachelor's degree in accounting or related field and at least two (2) years of accounting experience. Must demonstrate knowledge of journal entries, bank reconciliations and ledger maintenance.
