Summary

The Director of Transformation and Deputy Chief Executive Officer (DTDCEO) will play a pivotal role in providing leadership and driving transformational operational delivery within the LAA. They will be accountable to the CEO for the leadership design and delivery of an exciting transformation programme, embedding digital and data at the heart of service delivery, and improving outcomes for the public. The DTDCEO will accordingly be responsible for leading the key members of the LAA's Executive Leadership Team (ELT) and the supporting business areas tasked with delivering the reforms.

Working in close partnership with the CEO, the Director General for Service Transformation Group, and the agency’s executive leaders and non-executive board members, the DTDCEO will provide visible leadership, challenge and influence the development and delivery of the LAA’s vision and strategic and operational priorities.

The post holder will be a member of the wider MoJ Senior Leadership Group and the Service Transformation Executive Team. They will be a formal member of the LAA Board, Audit and Risk Assurance Committee, Executive Leadership Team, and other relevant boards and committees both within the LAA, across the Service Transformation Group and more broadly across the Ministry of Justice.

Responsibilities

Reporting to the Chief Executive, you will be accountable for:

Driving an ambitious transformation programme across all LAA functions, ensuring the agency has the resources and skills to achieve a step-change in the usability and efficiency of legal aid services.
Directly managing LAA ELT members responsible for transforming legal aid services, business processes, systems and the LAA’s structure.
Deputise for the CEO, ensuring that Accounting Office considerations are met, and Director of Legal Aid Casework responsibility is preserved at all times. Leading the effective operation of the organisation, delivering against demanding operational targets, securing the supply and management of legal aid services and inputting into wider policy considerations.
Leading an ambitious workforce strategy to support business transformation.
Leading programme delivery through close collaboration with MoJ functions such as Finance, Digital, Security and Information, Data, Transformation and AI, Commercial and Project Delivery.
Maintaining high standards of corporate governance, resource management, risk management and assurance across all aspects of business systems stabilisation and transformation. Safeguard public funds by ensuring expenditure aligns with Parliament’s expectations and providing necessary assurances to the Accounting Officer and Principal Accounting Officer.
Leading multi-functional teams which will involve senior stakeholders across the Department and wider across other government departments, which will require engagement of policy teams and communicating a to external stakeholders.
Building strategic relationships with senior internal and external stakeholders to promote closer working and establish research and feedback loops for greater efficiencies across the civil and justice systems.
Implementing government policy and priorities effectively.

Contract Type

This role is being offered on a fixed term basis for up to 24 months.

If the successful candidate is an existing civil servant, the postholder will revert to their substantive grade in their home department following the fixed term period.

Existing Civil Servants and applicants from accredited NDPBs are eligible to apply but will only be considered on a loan (Civil Servants) or secondment (accredited NDPBs) basis. Prior agreement to be released on a loan/secondment basis must be obtained before commencing the application process. In the case of Civil Servants, the terms of the loan will be agreed between the home and host department and the Civil Servant. This will include grade on return.

Candidates from outside the Civil Service applying on a Secondment basis will normally remain on their parent organisation’s terms.
